Why HR Is Important in Construction?

The HR team helps with hiring the right people, keeping them on the job, and making sure safety and labor laws are followed. They also track worker performance and help plan for future staffing needs. Here are some key ways HR supports the construction industry:

How HR Helps the Construction Industry

Recruitment and Retention
The construction industry often struggles to find skilled workers. A strong HR strategy helps attract the right people and creates a work environment where employees feel valued and committed to staying longer.

Safety Training
HR teams make sure workers get the right safety training and that the company follows all safety laws. This keeps workers safe and helps avoid accidents and costly fines.

Performance Management
HR ensures managers and workers stay connected through open communication. This is particularly important in construction, where teamwork is necessary for every project. Good communication also boosts morale on the job site.

Strategic Planning
HR helps plan ahead of time by managing labor costs and making sure the right number of skilled workers are available when needed. This helps projects run smoothly, retaining proper coordination with a general contractor to stay on schedule.

What HR Professionals Should Look for in Construction Staffing

Having the right workforce at the right time can make or break a business. Delays, labor shortages, or unqualified workers are factors that every business cannot afford to waste. This is why construction HR managers are turning to a reputable service provider of contract solution packages, complete with tools and equipment to support their staffing needs.

But not all service providers are created equal. Choosing the right manpower agency is crucial for ensuring quality, compliance, and smooth project execution. If you’re an HR manager in construction, here are the top things to look for

How to Choose the Right Construction Service Provider: 6 Must-Know Tips

Tip #1: Industry Experience and Specialization

Look for a service provider that specializes in construction staffing. These providers have deep industry knowledge and understand the nature of your business and its impact, from structural work to execution. They can help you find the right skilled workers, like welders, electricians, carpenters, and even heavy equipment operators, quickly.

Important Reminder: Ask for case studies or feedback from past construction clients. These can help you see if the service provider is trustworthy and reliable based on real experiences.

Tip #2: Compliance and Certifications

A reputable workforce service provider must be fully compliant with labor laws. This includes DOLE regulations, mandatory benefits, and safety requirements. Make sure they handle proper documentation, contracts, and government remittances.

Important Reminder: Make sure that you are dealing with an  ISO-certified company or at least, have any recognition from any industry associations. This shows they meet quality and safety standards in the workplace.

Tip #3: Worker Quality and Training

Construction project demands are more than just workforce-they often need competent and reliable workers who can effectively and safely execute structural plans. You can ask the service provider how they screen potential candidates, what training programs they offer, and how they ensure worker preparedness.

Tip #4: Scalability and Responsiveness

The construction industry can change rapidly as it relies heavily on market demands. As an HR Manager, make sure that you choose a manpower service provider that can scale up or down depending on your business needs—whether it’s site preparation, structural work, or finishing.

A responsive service contractor should be able to deploy the construction workforce within days, not weeks or months.

Tip #5: Communication Support

Effective communication in construction is important and non-negotiable. Your manpower service provider should have dedicated account executives who are responsive to your queries, offer resolutions, and provide regular updates on deployment and workforce performance to keep you posted.

Important Reminder: Opt for a third-party staffing solutions partner that uses digital tools like online timesheets or attendance tracking to make workforce management easier.

Tip #6: Transparent Cost and Contract Terms

Avoid hidden fees or vague contracts. A trustworthy service provider offers clear cost breakdowns, flexible terms, and value-added services including HR support, payroll, and compliance management.

Be careful with offers that seem too good to be true—they often come with trade-offs in worker quality or legal problems.

As a construction HR Manager, choosing the right service provider is more than just filling job roles—it’s about securing a reliable and skilled workforce that keeps projects on schedule, meets quality and safety standards, and delivers consistent results.

Our Story

Toplis Offshore Training Center has been inspired by its mission to provide holistic development for Filipino workers since it started in 2007.  The idea was to develop a facility to train and certify welders that would be deployed by manning agencies for international employment in cruise ships, oil rigs, and platforms, construction, electrical and industrial sites.  95% of the registered manning agencies here in Metro Manila have been our partner in enhancing the skills of Offshore, Maritime, and other Industry workers in various types of welding applications.  With our continuous commitment to provide a global standard facility and training, more and more Filipinos have found life-forming opportunities outside the country as they mastered their craft.  But it didn’t end there. As a business for more than a decade, Toplis Offshore Training Center has realized the need to be more capable of providing service to the community. It was that moment when Toplis Offshore decided to expand the business to provide local employment for more skilled workers.  Year 2017, the company officially introduced service contracting.  The idea was to partner with local businesses to be their service provider from equipment, tools, specialized machinery, and trained workers in the field of construction, manufacturing, building maintenance, and other related industries.  In due course, clients see the value of what we do in service contracting. Most of our clients have started requesting services that are not part of what we initially do as a training facility.  We have started to grow our service contracting arm and even expanded to construction services.  But this year, the transformation begins.  We will continue to transform and improve the skills of the Filipino workforce. We will continue to transform and enhance every industry and its business.  This 2022, Toplis Offshore Training Center Incorporated is now TOTC Inc., your transformation partner through training, service contracting, and trading.
